President Rodrigo Duterte said he takes full legal, criminal, and civil liability for  what happened in Marawi City.

“I declared martial law to answer the challenges of the moment and I take full legal, criminal, and civil liability,” Duterte said before departing for his working visit to Japan.

“Ako ‘yun. (It was me)  I hold myself solely responsible for what happened, including the incidents there, the events that transpired. Sabi ko, (I said) ‘I take full responsibility for all,'” he added.

The violence erupted on May 23 after the Army raided the hideout of Isnilon Hapilon, the leader of the Abu Sayyaf militant group who has pledged allegiance of IS. This incident urged President Duterte to place the entire Mindanao Island under martial rule.

Meanwhile, just this month, the President declared Marawi City liberated from terrorists after bu Sayyaf leader Isnilon Hapilon and one of the three Maute brothers, Omar Maute got killed during the battle.
